Instructions for General Admission

PACER Request

All admissions are handled through PACER and require an upgraded PACER account. Information about how to upgrade a PACER account is available on the PACER website.

Navigate to pacer.uscourts.gov, then click Manage My Account at the top right corner of the screen and log in.

Select the Maintenance tab and click Attorney Admissions/E-File Registration.

On the next screen, under "In what court do you want to practice," select "U.S. District Courts" for Court Type, and "Oregon District Court – NextGen" for Court. Click Next.

Under "What would you like to apply/register for?" click Attorney Admissions and E-File.

Note: General admission includes includes Bankruptcy Pro Bono Panel members and recipients of the FBA Pro Bono Scholarship.

Attorney Bar Information

Federal Bar Information: Members of other federal bars may check the box and use the Add button to add bar information for each federal bar of which they are a member.

State Bar Information: A requirement of admission to the bar for the U.S. District Court for the District of Oregon is membership in the Oregon State Bar. Click the box and use the Add button to add Oregon State Bar information. Applicants who are members of other state bars may also add those here.

Sponsoring Attorney: The sponsoring attorney must be an active member of this Court's bar, which should be selected under the Jurisdiction dropdown. Only one sponsoring attorney is required.

Attorney Information: Complete the required fields.

Note regarding the Fee Acknowledgement: LR 83-1(c) specifies that the fee is an application fee, and therefore will be due whether or not the attorney is ultimately admitted.

Admissions Documents

Combine the following documents into a single PDF file and upload it to PACER.

Required:

  • "Order Granting Request for Waiver and Reimbursement of Attorney Admission Fee," signed by a U.S. Bankruptcy Court judge for applicants seeking admission to the Bankruptcy Pro Bono Program. (Contact the District of Oregon Bankruptcy Court or Legal Aid Services of Oregon for more information.)
  • An approved FBA Pro Bono Scholarship Program Application for applicants seeking admission under that program.

Bankruptcy Pro Bono Panel: Type Y if seeking admission to the panel. Be sure to attach the bankruptcy court order. Otherwise, type N.

Delivery Method and Formatting:  Enter and confirm the e-mail address to which Notices of Electronic Filing (NEFs) should be delivered.

For Email Frequency, select delivery per filing or daily summary report.

For Email Format, select "HTML."

Payment Information (optional): A credit card may be saved to PACER to pay for search fees, filing fees, and admission fees.

To bypass the screen (without saving default payment information) click Next.

Acknowledgment of Requirements and Procedures:

Review the Attorney E-Filing Terms and Conditions and the Local Court Policies and Procedures, check the boxes, then click Submit.

Paying the Application Fee

The applicant will receive an e-mail notifying the applicant that the application fee is due. The fee must be paid before the applicant will be admitted.

The fee must be paid by all applicants, regardless of whether the applicant is found to meet the admissions requirements.

Follow the instructions in the e-mail to pay the admissions fee through PACER. Step-by-step instructions are also available at ord.uscourts.gov/admissionsfee. Bankruptcy Pro Bono Panel members and recipients of the FBA Pro Bono Scholarship will be contacted by the Court regarding fee payment.

After the required documents are submitted and the fee is paid, the system will send an automated e-mail message notifying the applicant of their admission status. The applicant's CM/ECF account is activated upon admission. A paper admission certificate will be mailed to the applicant within a month. Note: there will not be any other notice of admission other than the automated e-mail message.
